JRiver Media Center 12.0 and above include a last.fm plug-in. You can find it under Servers and Plug-ins in the tree on the left. That's also where it's configured.
At about build 99, MC15 added native Last.fm support. The plug-in is no longer needed. Thanks, Rhinobanga.
